The Country Operational Planning Advisor will be responsible for leading the USAID HIV team through the Country Operational Plan (COP) planning process. The incumbent will be familiar with OGAC guidance such as the Strategic Direction Summary (SDS), technical guidance, Expenditure Analysis (EA) Tools, datapack and other Strategic Information (SI) tools, and any other guidance from OGAC as it relates to the COP. The COP advisor will be responsible for the internal USAID coordination of the COP process as it relates to programmatic, budgetary, and strategic information aspects of the program ensuring that USAID’s priorities, programmatic strengthens and technical expertise are reflected in the final COP document. S/he will coordinate USAID team leaders, activity managers, and technical staff to ensure that deadlines for internal review and COP submission are met. This includes ensuring that key data points from the Expenditure Analysis, PBAC, SIMS visits, SAPR/APR data are pulled together and analyzed to be used for decision making in the COP process. S/he will assist in budgeting, drafting and editing all narratives so that they are consistent; this may require working with the Interagency Technical team leads. Lastly, s/he will organize and facilitate meetings with key stakeholders for input into the COP as needed.
