Nigeria, which has a population of 170 million, has an adult HIV prevalence of 4.1% and an estimated 3.3 million persons living with HIV. Among countries worldwide, Nigeria ranks second, behind only South Africa, in HIV burden. A total of 270,000 new HIV infections and 220,000 AIDS-related deaths occur in Nigeria each year.
In the second phase of PEPFAR, health systems strengthening, sustainability and country ownership are key considerations so that programs will be transitioned, owned and sustained by host countries. These processes will however require rigorous and comprehensive monitoring and evaluation, to ensure meaningful progress towards achieving set objectives, millstones and/or targets.
USAID/Nigeria’s Office of HIV/AIDS, through PEPFAR, works closely with partners on conducting performance management of projects which provide HIV services in Nigeria. Data on people tested, positives identified, people new on treatment, and people currently on treatment, along with others, are reported on a monthly basis to USAID/Nigeria in order for USAID to use data for decision making and be able to conduct efficient performance management. These data are essential for USAID/Nigeria to make efficient programmatic decisions to improve access to and coverage of effective HIV services in Nigeria.
The main process of performance management occurs during the Mission-led portfolio reviews and PEPFAR-led POART processes, where the interagency PEPFAR team and counterparts from PEPFAR review performance data on a quarterly basis. This is the period where there is a need for data analyses and visualizations from the Strategic Information (SI) unit. In view of these activities, USG SI team is requesting for support to provide technical assistance to the Nigeria USG SI team.
